Emergency Pause of XLM/USDT Pool

An emergency proposal to pause all deposits and withdrawals from the XLM/USDT liquidity pool following the detection of abnormal price oracle behavior on May 2nd. The oracle reported a 14% price deviation over 40 minutes that does not correspond to any observed market movement. This pause is a precautionary measure while the technical committee investigates the root cause. Existing LPs will retain their positions and continue to earn accrued fees.
