Upgrade Governance Contract to v2

Description
This proposal executes the deployment and activation of Quorum Governance Contract v2, which introduces delegation, reduced proposal threshold (10,000 → 5,000 QUORUM), 48-hour timelock before execution, and a multisig veto guardian.
The v2 contract has been audited by Sec3 and all findings have been addressed.
