Remove Deprecated Oracle Integration

Description
This proposal removes the legacy Stellar Oracle Protocol v1 integration from the Quorum price feed system. The v1 oracle was deprecated in January 2026 when Quorum migrated to Chainlink Stellar price feeds. The v1 oracle contracts will reach end-of-life on June 1st, 2026.
Removing the v1 integration cleans up technical debt and reduces attack surface.
