Reduce Quorum Threshold to 4%

This proposal reduces the minimum quorum threshold for standard governance proposals from 5% to 4% of circulating QUORUM supply. The current 5% threshold has become harder to reach as tokens have been more widely distributed. Reducing to 4% prevents governance paralysis on important but non-controversial proposals.
